Street and Alley Closing
The City has a process whereby certain public streets, alleys or rights of way that are no longer needed for pedestrian or vehicular traffic may be closed (vacated) if approved by the City Council. The land is deeded to owners of property adjoining the subject land. To be eligible, the property must not be needed for current use by the City. Most often this type of property is an unpaved right of way or abandoned alley that could be easily become a part of the adjacent lots. The future maintenance would become the responsibility of the new property owner. Property owners who are interested in pursuing this should submit the following for review:
Letter or Application for Street Closing signed and notarized from affected property owners,
Survey of street, land, or alley to be vacated and abutting land,
Certificate of title for adjoining property,
Application for Site Plan Review.
If the Site Plan Review Committee finds the land is no longer needed by the City, a sign will be placed on the affected land by the City, and a public hearing will be held before the City Council to approve the vacation of the land.
Privatizing Streets: The street closing process is not applicable when neighborhoods wish to privatize their streets by placing gates or barriers to prevent access. The Public Works Department can provide information about this alternative as well as other traffic calming measures.
